APT Ministerial Meeting

 

The Asia-Pacific Telecommunity Ministerial Meeting will be held on May 30-31, 2025, at Hilton Tokyo Hotel in Tokyo, Japan. Preceding the Ministerial Meeting, the Senior Officials Meeting on 29 May 2025 will finalize preparations, ensuring productive discussions at the Ministerial level. The meeting will culminate in the adoption of the Ministerial Statement.

 

The draft version of the APT Ministerial Statement on “Tokyo Statement of the Asia-Pacific ICT Ministers on Harnessing emerging technologies for sustainable, inclusive, and equitable digital transformation in the Asia-Pacific" was adopted at the 3rd Meeting of the Correspondence Group for the APT Ministerial Meeting 2025 in Bangkok last month. This draft has been circulated among the APT Member administrations and is available on the website https://apt.int/Letters.

Welcome New Affiliate Member

 

We are delighted to announce that Amazon Kuiper Singapore Private Limited has joined the APT as our newest Affiliate Member, effective 21 February 2025.

New Collection of APT Legal Instruments

Description automatically generatedSince November 2016, the Asia-Pacific Telecommunity (APT) has published three editions of “Collection of APT Legal Instruments” to facilitate the reference to the Constitution of the Asia-Pacific Telecommunity (APT) and other legal documents of the APT, including Rules and Regulations, Resolutions, and Guidelines adopted by the General Assembly and the Management Committee of the APT.

 

This year, the new Collection of APT Legal Instruments (fourth edition) has been published and distributed to each Member administration. Its digital copy is also available at https://apt.int/docs/GA. The key updates include two revised Guidelines and one revised Rule and Regulation adopted by the 46th and 47th Session of the Management Committee, and four new Guidelines adopted by the Management Committee of the APT in 2021-2024.

 

We hope this Collection of APT Legal Instruments will continue to serve its purpose as a definitive reference to the legal documents of the APT.

APT Symposium on Spectrum Management:

18 - 20 February 2025, Dhaka, Bangladesh

 

The APT Symposium on Spectrum Management, held from February 18 to 20, 2025, in Dhaka, Bangladesh, brought together 158 participants from APT Members, Affiliate Members, and other organizations to discuss the critical spectrum management issues. The symposium was hosted by the Bangladesh Telecommunication Regulatory Commission (BTRC).

The symposium focused on discussing and sharing understandings on policy and regulatory issues in spectrum management taking into account the outcomes of WRC-23, possible approaches toward new ICT trends and facilitating regional cooperation. Key themes for the symposium were focused on connectivity needs and national spectrum strategy, developing spectrum outlook/spectrum roadmap, valuation of the radio frequency spectrum, application of innovative techniques and tools for spectrum management, and key regulatory considerations for the future use of spectrum. The sessions covered a wide range of topics, including national spectrum strategies, connectivity needs, and industry perspectives on spectrum visions for future networks. Experts emphasized the importance of efficient spectrum allocation, regulatory frameworks, and the role of emerging technologies like 5G, AI, and satellite systems in ensuring seamless digital connectivity. The discussions also highlighted the challenges of balancing spectrum pricing, optimizing frequency allocation, and fostering digital inclusion in the Asia-Pacific region.

 

The symposium also addressed long-term spectrum planning, regulatory considerations, and the integration of AI in spectrum management. Presentations focused on innovative approaches to spectrum sharing, cross-border coordination, and best practices in licensing and valuation. Some of the key takeaways included the importance of strategic policy-making, collaboration among stakeholders, and the adoption of future-ready spectrum frameworks. The event concluded with commitments to enhance regional cooperation, strengthen regulatory policies, and leverage technological advancements to bridge the digital divide. The symposium reinforced APT’s dedication to fostering sustainable spectrum management and supporting digital transformation across its member countries.

The 3rd Meeting of the APT Preparatory Group for WTDC-25

(APT WTDC25-3)

17 - 18 March 2025, Bangkok, Thailand, Hybrid Meeting   

 

The APT will organize the 3rd Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-3) from 17 to 18 March 2025 in Bangkok, Thailand with physical attendance and remote participation using online platform (i.e. hybrid meeting). This meeting will be followed by the ITU’s Regional Development Forum (RDF) and Regional Preparatory Meeting (RPM) at the same venue.

 

The objective of the APT WTDC25-3 is to assist APT members to prepare for the ITU World Telecommunication Development Conference 2025 (WTDC-25), scheduled to be held in Baku, Azerbaijan, from 17 to 28 November 2025.

The meeting is expected to:

·       Elect the Vice-Chairs of APT WTDC-25;

·       Discuss key issues to be identified for WTDC-25 and develop preliminary positions on those matters, based on the input contributions submitted by APT members;

·       Discuss and develop members’ views on Regional Initiatives of Asia-Pacific region.

 

 

 

 

 

The 34th Meeting of the APT Wireless Group (AWG-34)

31 March - 4 April 2025, Kathmandu, Nepal, Hybrid Meeting  

 

The APT will organize the 34th Meeting of the APT Wireless Group (AWG-34) from 31 March to 4 April 2025 in Kathmandu, Nepal. The Plenary will be conducted in hybrid mode (there can be online participation) and the breakout meetings will be conducted in physical mode (no online participation). The meeting will be hosted by the Ministry of Communication and Information Technology of Nepal (MoCIT) and Nepal Telecommunications Authority (NTA).

 

AWG covers various aspects of wireless systems to meet the emerging digital convergence era in the Asia-Pacific region. It also assists in providing effective radiocommunication solutions and facilitating the transfer of technology and knowledge. In its 34th meeting, the AWG will continue to study the existing work items, report on the progress of studies and discuss the proposal of new work items as well as other relevant issues.

 

 

 

 

APT Web Dialogue: WSIS + 20 Review Process

By facilitating discussions among APT members, we can improve engagement and collaboration, strengthen connections with partner organizations, and boost participation in WSIS+20. This will promote the exchange of information and knowledge while fostering new perspectives that benefit the region, ultimately equipping APT members for effective involvement in the intergovernmental process.

 

 

 

 

 

 

The 37th APT Standardization Program Forum (ASTAP-37)

21 - 25 April 2025, Bangkok, Thailand, Hybrid Meeting  

 

The APT will organize the 37th APT Standardization Program Forum (ASTAP-37) from 21 to 25 April 2025 in Bangkok, Thailand with physical attendance as well as virtual/online participation through Zoom meeting (i.e. hybrid meeting).

 

The objective of ASTAP is to promote, coordinate and harmonize telecommunication standardization activities across the Asia-Pacific region through regional cooperation. It is expected that participants will strengthen their expertise on standardization and contribute to expanding the scope of standardization activities through practical solutions on the ICT issues in this region. ASTAP-37 will also review the report and recommendations of Task Force on ASTAP Future Direction and discuss the way forward of ASTAP. The ASTAP-37 includes one-day Industry Workshop scheduled on 21 April 2025.

 

 

 

 

SATRC Workshop on Policy, Regulation and Services

28 - 30 April 2025, Dhaka, Bangladesh, Hybrid Meeting  

 

The APT will organize the South Asian Telecommunication Regulators’ Council (SATRC) Workshop on Policy, Regulation and Services from 28 to 30 April 2025 in Dhaka, Bangladesh. The workshop will be hosted by the Bangladesh Telecommunication Regulatory Commission (BTRC).

 

The SATRC Workshop on Policy, Regulation and Services is a part of the implementation of SATRC Action Plan Phase IX (SAP-IX) for 2024-2025 which was approved by the 24th SATRC Meeting held in Dhaka, Bangladesh in 2023. The workshop will focus on key topics including navigating regulatory challenges in broadband, using the Universal Service Obligation Fund for digital inclusion, advancing ICT e-waste management, tackling online scams and financial fraud, shaping future tariff policies amid network convergence, and sharing case studies on IoT, Big Data, and smart city technologies in SATRC countries. The objective of this workshop is to share insights, experiences, best practices as well as engage in dialogue to identify the challenges, opportunities, and possible way forward on the work items under the SATRC Working Group on Policy, Regulation and Services for SAP-IX in order to have better understanding on those issues. It will also provide an opportunity for the SATRC Members as well as industry to share their experiences and future plans.

 

 

 

 

APT Young Professionals and Students Programme 2025

Description automatically generatedAPT Young Professionals and Students Programme (APTYPS) is an initiative by APT that aims to promote the development of knowledge and skills in the field of Information and Communication Technology (ICT) among young professionals and students in the Asia-Pacific region. It also serves as a platform for these individuals to discuss and raise awareness on ICT-related issues with APT Member administrations.

 

The programme was established in 2003 and has organized numerous events in different Member countries. Please visit the APT website to see the activities in the past https://apt.int/apt/APTYPS.  

 

APT Member administrations that wish to organize the APTYPS 2025 are requested to submit the proposal to APT Secretariat by email to [email protected] by 3 April 2025.
